Business Owner Z: “Sell it, if the customer brings it back then we’ll know it doesn’t work

I just happened to hear the conversation between X & Z while sitting at a coffee shop while waiting to meet with one of my new clients. Don’t know what they do or what they sell. Is this how some South African Busness Owners treat their customers? Where will Z be in 1 year? What do you think about this?
